Radhakrishnan, formally accepted the merger of seven Aam Aadmi Party (AAP) MPs with the Bharatiya Janata Party (BJP) on Monday. The move, executed with surgical precision over a weekend of high-octane political maneuvering, effectively decimates AAP’s presence in the Rajya Sabha and hands the BJP a strategic advantage as it edges closer to an absolute majority in the House of Elders.
The defecting cohort - comprising Raghav Chadha, Sandeep Pathak, Ashok Kumar Mittal, Harbhajan Singh, Swati Maliwal, Rajendra Gupta, and Vikramjit Singh Sahney - represents exactly 70% of AAP’s 10-member parliamentary party. By crossing the two-thirds threshold required under the Tenth Schedule of the Indian Constitution, the group has successfully bypassed the dreaded "anti-defection law," leaving the AAP leadership, spearheaded by Arvind Kejriwal, in a state of visible paralysis.

The Anatomy of a Merger
The seeds of this rebellion were not sown overnight. Investigative trails suggest that the friction began shortly after the arrest of Arvind Kejriwal in the excise policy case in 2024. Sources close to the defecting MPs claim that a "toxic work environment" and the centralization of power within a small coterie at the Chief Minister’s residence led to widespread disillusionment.
"The party that was born out of a movement against corruption has become a mirror image of the very forces it once fought," Raghav Chadha stated during a packed press conference. Chadha, once the poster boy of AAP’s national ambitions, had been noticeably absent from party briefings for nearly a year. His decision to join the BJP, alongside organizational strategist Sandeep Pathak, marks the collapse of the "intellectual wing" of the AAP.

While AAP National Convener Arvind Kejriwal took to 'X' (formerly Twitter) to decry the move as a "betrayal of Punjab," the BJP has maintained that the merger is a "voluntary alignment with the Prime Minister’s vision for 2047."
The investigative timeline reveals a series of coercive and persuasive measures. On April 24, just days before the merger, the Enforcement Directorate (ED) reportedly conducted searches at premises linked to Ashok Kumar Mittal. Within 48 hours, Mittal was seen flanking Raghav Chadha at the BJP headquarters. Similarly, Swati Maliwal’s exit was precipitated by a public and bitter fallout with the AAP leadership following an alleged assault at the CM’s residence in May 2024.
The Constitutional Shield: The 2/3rd Rule
Under the 91st Amendment to the Constitution, a "split" in a political party is no longer recognized. Only a "merger" - where at least two-thirds of the members of a legislative party agree to join another—is valid. By securing seven out of ten MPs, the group ensured they would not face disqualification.
Legal experts, however, are divided. "While the numbers favor the defectors, the original party still exists outside the House," says a former Secretary-General of the Rajya Sabha. "AAP’s remaining three MPs, led by Sanjay Singh, have already moved a petition seeking disqualification, arguing that the 'legislative party' cannot merge if the 'organizational party' remains intact."
Impact on the Upper House
The implications for the BJP are monumental. With its strength rising to 113, the ruling NDA is now within striking distance of the 123-mark required for a simple majority in the 245-member house. This shift ensures a smoother passage for contentious upcoming legislations, including the National Delimitation Bill and the Uniform Civil Code.
For AAP, the loss is more than just numerical; it is existential. The party has lost its "National Party" leverage in parliamentary committees and its ability to influence the Punjab-centric narratives that these MPs, particularly Harbhajan Singh and Vikramjit Sahney, championed.
Voice from the Ground: Punjab in Turmoil
In Punjab, where the AAP government under Bhagwant Mann is already battling incumbency, the defection of its Rajya Sabha faces has triggered protests. AAP workers staged demonstrations outside the residences of the "rebel seven," branding them 'Gaddars' (traitors).
"The BJP has once again betrayed the people of Punjab," Chief Minister Bhagwant Mann said, his voice laced with uncharacteristic gravity. "They couldn't win the state through the ballot, so they are trying to steal it through the Rajya Sabha."
As the dust settles on this historic realignment, one question remains: Can a party built on the bedrock of 'alternative politics' survive the pragmatic, often ruthless, realities of India’s parliamentary chessboard? For now, the 'Jhadu' (broom) appears to have lost its sweep in the national capital.
